CHIEF PLANNING AND DEVELOPMENT OFFICER(GRADE ; FM4

MINISTRY OF LOCAL GOVERNMENT AND RURAL DEVELOPMENT

LOCATION: VARIOUS DISTRICTS COUNCILS.

QUALIFICATION
Applicants should be serving officers at Grade G with at least four years of experience in Planning Development work in Local Council s and in possession of Degree  in Economics or Town /Physical Planning Estates Management.

DUTIES
 
·    Put in place an effective development strategy as well as monitoring  and control systems for the local council,
 
·    Advise  the local council  on all planning and development planning  and development matters,

·     Initiating  the local council development plans

·     Review existing district development plans and amend them to suit  prevailing  social-economic needs,

·     Prepare the budgets of the districts council

·     Develop new housing estates  including their management

·     Review development standards in the districts  against national targets

·     Prepare project submission and other documents to facilitate  negotiations with potential donors

·     Ensure that  all developments projects  are professionally executed

          Facilitate the development of strategic plan of the District and see to its implementation.

COMPETENCES AND APTITUDES
The incumbent should have well developed interpersonal and communication skills .He/She should have sound knowledge of development policies and priorities of Government so that these are  effectively translated to suit District Council needs.

Ability to network with officials and experts in other organizations /institutions. Sensitivity to the needs of local communities. Must be committed to remain and work in any District Council in Malawi.
