QUALIFICATION
Applicants should be serving officers
at Grade G with at least four years’
experience in Administration
work in District level and must possess
a Degree in any of the Social
Sciences e.g. Public/ Business Adminstration,HumanResource Management/Development.
Serving officers with a Diploma in Public Administration from recognised institution ,with more than four years at Grade G will also be considered.
DUTIES

Managing and guiding implementations of policies
·
Ensure that all development projects are professionally executed
·
Facilitate the development of strategic plan of
the District and see to its implementation.
·
Ensuring that all services to the District are not interrupted
·
Review financial policies of the District
·
Guiding, supervising staff under Administration
section
·
Coordinate budget estimates for the department
·
Coordinates preparation of responses to
District audit queries
·
Evaluate and monitor progress in implementation of developments projects
·
Facilitating and managing the bidding process ;
·
Allocation of funds based on procurement plans and cash flows
·
Counter
approving of financial transaction on line
·
Supervise
preparation and submission of procurement plans and reports.
COMPETENCIES AND APTITUDES
The incumbent should have well developed interpersonal and
communication skills. She/he should have sound knowledge of development
policies and priorities of Government so that these are effectively translated
to suit District Council needs. Ability to network with officials and experts
in other organizations/institutions.
Sensitivity to the needs of local communities. Must be committed to remain
and work in any District Council in Malawi.
