Title:Development of 2015-2020 CMAM operational plan for Malawi(Consultant)PURPOSE OF POST:
To provide technical support to the Government of Malawi in reviewing the progress achieved towards implementation of the previous community management of acute malnutrition (CMAM) operational plan (2009-2012) and to develop the next five year CMAM operational plan (2015-2020). The review provides Government of Malawi and partners the opportunity to learn from the successes and issues faced in the implementation of the 2009-2012 CMAM operational plan, refine and sharpen the focus of the CMAM and make adjustments, particular to find ways of removing bottlenecks for quality service delivery as required to accelerate institutionalization and integration of CMAM into the health systems and within the framework of scaling up nutrition. In developing the CMAM operational plan the process will include:
1. Situation analysis
· Bottleneck analysis (BNA) of the implementation of CMAM conducted through a systematic analysis of determinants for effective coverage. The consultant will document and consolidate the outcomes of the BNA workshops at national and regional (Central, Northern and southern) level. The Bottlenecks and identified solutions for the removal of bottlenecks will be incorporated into the operational plan.
· Desk review of the 2009-2012 CMAM operational plan, CMAM supply chain management evaluation report, national nutrition policy and strategic plan (NNPSP), health strategic plan(HSSP), CMAM Advisory Services (CAS), district detailed implementation plans (DIPs) and other documents relevant to CMAM services
· Consultation with stakeholders to determine and document to which extent the objectives set in the 2009-2012 CMAM operational plan have been achieved; lessons learnt and factors that contributed or prevented the achievement within the larger context of nutrition and health strategic plan. The lesson learned will be incorporated into the 2015-2020 operational plan.
2. Drafting and validation of the CMAM operational plan
· Develop a new CMAM operational plan 2015-2020 which in line with the BNA results and inputs from government and stakeholders, national nutrition policy and strategic plan (NNPSP), health strategic plan(HSSP), district detailed implementation plans (DIPs),
3. Costing the developed national CMAM operational plan.
The consultant will participate in the validation workshop and draft the final CMAM operational plan and costing
The national CMAM operational plan and costing will be developed in a consultative and participatory process. The process will be led by the MOH in collaboration with the Office of the President and Cabinet-Department of Nutrition, HIV/AIDS (OPC/DNHA), supported by partners. Government of Malawi has put in place a taskforce who will work closely with the consultant throughout the process. REPORTS TO:
Chief of Section, Nutrition, UNICEF Malawi
The consultant will be supervised the chief of nutrition UNICEF Malawi country office. The consultant will work hand in hand with CMAM operational plan development taskforce chair. Joint and regular technical and planning meetings will be held with members of the taskforce. Main Duties/Responsibilities:
· Familiarize with the 2009-2012 CMAM operational plan, CMAM supply chain management evaluation report, NNPSP, HSSP, CMAM Advisory Services (CAS) evaluation report, district DIPs and other documents relevant to CMAM services
· Document and consolidate findings from the BNA workshops at national and regional (Central, Northern and southern) level. The Bottlenecks and identified solutions for the removal of bottlenecks will be incorporated into the 2015-2020 operational plan.
· Undertake the appraisal of the following
  • Implementation of 2009-2012 operational plan through desk reviews, bilateral meetings and interviews/consultations with relevant stakeholders etc.
  • The planning, monitoring and evaluation (PME) of CMAM at national level and as a part of DIPs formulation process as district level
  • The coordination and management aspects of CMAM implementation (institutional framework and other aspects of enabling environment);
· Convene and facilitate a stakeholder workshop which will include presentation of
  • Situational analysis summary (bottleneck analysis, desk review, appraisal)
  • Suggested key priorities areas and outline of CMAM 2015-2020 operational plan
  • Detailed work plan for the development of CMAM 2015-2020 operational plan;
· Prepare a draft 2015-2020 CMAM operational to be shared and reviewed prior to, presented and discussed during validation workshop;
· Facilitate a validation workshop of the CMAM 2015-2020 operational plan (after costing) at national and regional (Central, Southern and Northern) level
· Finalization of the CMAM 2015-2020 operational and costed plan. QUALIFICATIONS AND COMPETENCIES:
Education:The candidate is to have these requirements:
· Minimum of Master’s degree in Nutrition or Public Health with sound Nutrition knowledge
Work Experience:
· Eight years or more professional experience in Public Nutrition
· Demonstrated ability to conduct assessment, analyze/compile data and write report
· Demonstrated ability to effectively cooperate with national authorities in the design, implementation and dissemination phases of the review and development of strategic documents and operational plans at national and district level
· Demonstrated abilities or experiences in facilitating stakeholders consultations
· Excellent command of English, both written and oral;
· Strong communication, advocacy and negotiation skills.
· Experience in CMAM programme and services is desirable Duties & Tasks / Deliverables
Intermediary deliverables
· A detailed consultancy work plan; including a list of all relevant partners/counterparts and agencies to be a part of the appraisal exercise and methodology to be applied
· Draft bottleneck analysis report,
· Draft appraisal report of 2009-2012 operational plan including lessons learnt, coordination and management-institutional framework , enabling environment etc
· Stakeholder workshop report highlighting priority areas and detailed outline for the 2015-2020 CMAM operational plan.
· A draft 2015-2020 CMAM operational plan to be shared and reviewed. The plan shall incorporate agreed priority areas and outline as well as inputs from the stakeholder workshop;
· Validation workshop report of the 2015-2020 operational plan and costing
Final deliverables
As final three sets of report will be required
· Bottleneck analysis report (electronic copies in Word and PDF documents)
· Appraisal report of 2009-2012 operational plan (electronic copies in Word and PDF documents)
· Final 2015-2020 CMAM operational plan with inputs from the validation workshop to be shared with Government and partners (electronic word and PDF document and hard-copies (8) and CD-ROM (8).

World Bank Resource Management Assistant

Background / General description:

Duties and Accountabilities:
The Resource Management Assistant will be responsible for:

Financial Accounting:
  • Processes accurately and promptly all accounting transactions, including payroll, operating expenses, procurement, travel, consultant payments, vendor payments, charge backs and other office running expenses. Processes transactions in the Asset Management module for office and residence inventories;
  • Maintains accounts reconciled at any given point in time. Regularly reviews the open item accounts and resolves any outstanding items; keeps relevant documents and invoices systematically to fully support the accounts;
  • Performs bank account reconciliation and reviews cash flow and replenishment needs.
  • Interacts with clients both inside and outside the Bank, e.g., staff, consultants, vendors, etc., to effect timely payments and resolve accounting related issues;
  • Assists in planning and monitoring budget and expenses linked to country office work program;
  • Provides references to Bank financial and administrative policies and procedures in administrative expense related subject areas;
Financial Accounting Controls and Reporting:
  • Maintains consistency in the application of accounting rules and procedures, including safeguarding of cash and checks;

  • Reviews documentation for travel statements of expenses;

General Administration:

Selection Criteria:
  • Academic Training and Experience: A relevant (two-year) Associate degree (e.g. Finance, Accounting, Business, or Economics). Preference will be given to candidates with a relevant Bachelors or Masters degree. Minimum of 2years experience in a relevant field (e.g. Administration, Accounting or Finance.) Preference will be given to candidates with 3 or more years of experience.

Networks Planning Manager

Main Purpose 
Plan, Direct and Control the delivery of Network Strategy by ensuring Technical plans are Converted from Business Objectives to deliver best quality at lower cost and innovative Capex/OPEX productivity. This role ensures Airtel is the lowest cost producer and delivers +1 network experience continually.
 
Main Responsibility Areas: 
Provide strategic inputs to group planning and Airtel Malawi Networks Director  towards the formulation of Optimal network roadmaps that encompass Airtel Malawi requirements and subsequently develop Airtel Malawi roadmap

Network Services Manager

Main Purpose 
Reporting into the Networks Director, the individual will be responsible for Core Network, IN and VAS planning for the OPCO. Works closely with the business units (Marketing and Sales) to determine business requirements and translates these into Core network, IN and VAS expansion and upgrading plans. Manages the activities of the section. Works closely with (ERICSSON & NSN) to ensure that the Core network, IN and VAS infrastructure is capable of handling projected customer needs. Monitors their performance and supports problem resolution. Continually measures the performance of ERICSSON & NSN against the performance standards stipulated in the contract and ensures that these are being met; responsible for validating all performance claims, capex demands and contract variation requests submitted by ERICSSON & NSN.
 
Main Responsibility Areas: 
Manages the planning, design and upgrade of the Core network, IN & VAS network and ensures that such plans reflect and are aligned to business plans and set customer service standards: 
  • Interacts with the business departments (marketing and sales) to determine Core network, IN & VAS needs of the company
  • Liaises with the contractor (ERICSSON & NSN) to determine required Core network, IN & VAS expansion & upgrades, taking into consideration the performance Core network, IN & VAS performance reports;
  • Validates capex proposals submitted by the contractor (ERICSSON), outside the planning period  and ensures these are justifiable and value adding, based on the business plan, maintenance reports (in the case of replacement capex), before including these in Core network, IN & VAS capex plan).
  • Interacts with and reviews customer service reports to identify service shortfalls that are attributable to the status of the Core network, IN & VAS;
  • Translates these requirements into Core network, IN & VAS plans, both immediate and long term.
  • Establishes budgetary requirements for the implementation of the plans and ensures that these are sufficient for the purpose.
  • Communicates the plans to the Airtel Project Manager and the contractor (ERICSSON & NSN) ensuring that they are understood and accepted.
  • Monitors the implementation of the plans through regular liaison with the Project Manager and ERICSSON & NSN.
  • Prepares and submits appropriate reports to management
 
Manages the implementation of the Core network, IN & VAS plans and ensures that these are executed to agreed timelines, budget and quality: (project manager)
  • Supports the selection of contractors by preparing required documentation;
  • Briefs contracted vendor and the implementation supervisor (ERICSSON/Comviva) on the project and stipulates the expected performance standards.
  • Confirms that ERICSSON and the contractor put in place appropriate work plans that are in line with specified project timelines and support the smooth implementation of Core network, IN & VAS projects.
  • Serves as contact for vendors and suppliers of systems and equipment: ERICSSON/Comviva  and other vendors
  • Evaluates products/systems in light of company needs
  • Makes recommendations for the most efficient use of network infrastructure; keeps informed of the most current technologies
Monitors the performance of the contractor
 
  • Regularly reviews Core network, IN & VAS performance reports against the prescribed performance standards (KPIs)
  • Seeks relevant performance reports/data from the business teams, including field sales staff on the performance of the network and highlights problem areas to the ERICSSON counterpart promptly for action.
  • Regularly reviews the customer service reports to identify customer complaints relating to Core network, IN & VAS and refers these to ERICSSON/NSN/Comviva  for action.
  • Monitors ERICSSON/NSN/Comviva’s responses to Core network, IN & VAS performance shortfalls to ensure that these are remedied in a timely manner;
  • Validates ERICSSON/NSN/Comviva performance reports taking into consideration performance information from the above sources and vets bonus claims against these reports;
  • Regularly takes up and discusses performance issues with the ERICSSON/NSN/Comviva counterpart to ensure that these are resolved in a timely manner and service returned to the required standards.
  • Identifies performance shortfalls that warrant the levying of penalties and refers these to the Contract Manager for action.
Problem solving: 
  • Ensures the existence of effective problem solving mechanisms that support the speedy identification, communication and resolution of Core network, IN & VAS problems by all parties.
  • Ensures that fault escalation framework (from partners to Airtel) is complied with and that there is no under or delayed reporting.
  • Provides technical expertise where relevant to support problem resolution.
 
Relationship building and management 
  • Works towards the building and maintenance of positive relationships with the Contractor (ERICSSON/NSN/Comviva), that support the  smooth flow of information and the effective problem solving;
  • Promotes a partnership approach to the execution of the managed service contract so as to minimise conflict between AIRTEL and the vendor.
  • Promotes an environment of shared ownership of network performance as well as capex and opex minimisation by both AIRTEL and ERICSSON.

Main Purpose 
Reporting into the Networks Director, the individual will be responsible for Transmission Management of cellular networks both access and Backbone networks. Deploy procedures and technologies required to assure the confidentiality, integrity, and availability of Telecommunication network. Ensure timely network expansion & high network availability with optimum cost.

Day to day management of all Network Transmission Networks with Strategic Partners (SPs) to deliver optimal availability and Perpetual quality (Customer)

Network Implementation Supervisor

Main Purpose
Reporting into the Deployment Manager, the individual will assist the Project Manager to Plan, Direct and Deploy all Identified Network Projects and Programs to ensure High Speed of Time to Market.  This role must guarantee synergy, effective and efficient resource utilization, cost optimization and Return on investments to deliver on Business goals and +1 Network experience.
 
Main Responsibility Areas:
Ensure Sites & Erlangs deployment as stipulated in Annual Operating Plan (Financial & Strategy)
  • Achieve budget approval to all Project Costs and ensure monitoring process  for remote  infrastructure implementation/integration
  • Create Project Tracking Systems and ensure continual improvements in Business Model.
  • Evaluate all Service Level agreements, partner with all stakeholders to achieve positive customer experience and optimize costs
  • Operate as single point of Contact for all projects and Programs impacting on Network
  • Ensure areas that are controlled by Network impact on gain in market share
  • Ensure innovative resource planning
Speed of Execution of Roll outs & Installation and Commissioning of Core Network (Customer) 
  • Ensure that the speed to market exceeds competition and  first time resolution( FTR)
  • Provide plans and Set up process of Increasing network coverage in strategic revenue generating locations
  • Determine and Manage strict timelines and quality delivery in a MC-vendor environment with Ericsson
  • Provide  plans to Improve network coverage in Collaboration with business & planning team
  • Propose and review Roll out of cabinet expansion and transmission as per network priorities by collaborating with commercial for the identification of new areas and deployment of the network.
  • Establish systemic process for the supervision of installation of new Network Devices with future capacity plan
  • Track Deployment, Relocation & Upgrades as a part of Program Management Support to Network Operations
Logistics and Project Management
  • Establish departmental process to align to PMI process for all projects and enforce strict adherence.
  • Ensure Management of CWIP( Capital work in Progress)  to deliver on equipments not be obsolete in warehousing
Regulatory  and Statutory Compliance
  • Ensure all necessary documentation  for regulatory compliance is adequate and readily available
  • Ensure all statutory permissions required for deployment have been approved and documented
Partner and Supply Chain Management 
  • Provide support and Ensure effective process of Partner management of Service Provider and Infrastructure vendors. Establish procedure for improving rollout and maintenance vendor and subcontractor performance to ensure regular follow-up and objective measurements.
  • Developing a win-win relationship by setting common goals and objectives. 
  • Ensure and  monitor   timely release of site request( SR) and Service Order  with Tower Company and SP
  • Provide platform for seamless sharing of sites with other Tower Company for effective and speedy deployment.
  • Review site sharing activities with the telecom vendors and ensure that all the sites are inside the rental brackets and required permitting (environmental etc) are secured in time to avoid project delays
  • Partner with Supply Chain Management Team and Validate the requests and raise the purchase of new hardware based on standards.
  • Ensure and coordinate various activities with Supply Chain Management for Warehousing & Dispatching of network element to specific locations.
  • Track and Follow-up on material delivery for the network rollout (Local & imported)
Desired Skills & Experience

  • Any university degree In Engineering.
  • Professional qualification in Project Management Techniques
 
Experience
  • 6-8 years with a minimum of 5 years in deployment of GSM and/or 3G.
  • Experience of managing multiple complex Network project simultaneously
